Lower background resource usage

• Expensive system, security and inventory collectors now run on separate schedules instead of every upload cycle.
• Collector results are cached locally while the latest metrics and rolling alert analysis remain available.
• Policy checks are synchronized less often to reduce unnecessary network, CPU and disk activity.
